Student waiters I knew used to depend on tips, I have no idea now. They were overworked, night shifts because of all the night life and totally underpaid.
I don't know about the wages waiters get in major establishments, but if you pay cash you can leave the change on the table if you choose to, or add to that. Nobody complained so far :) After all, not everybody can afford 20% of the bill. It's too much anyway for someone who just brings your two plates.
If he was your entertainer / kid head scratcher for a whole evening, then he truly deserves it. Also small establishment employees need a boost too.

@Creeper: Having worked in restaurants for the majority of the last 10 years, it takes a LOT to make me not tip good. I know how the tip outs work, and how hard servers work - including all the shit and abuse they take from both sides(customers and BOH).
They tip in some countries, but as I have travelled and met some poeple of your fair continent. I know how it can be rought if the customers don't play along.
In finland restaurants just take so heavy food/drinks price that they pay the workers solid 9€/hour minimum and more when you het to fancier places.

Idle- where I work it's a lot more Involved. It's not just bring out plates and be done. A lot of menu walk through, explanations, creating a dinner with customer, and more so. I'd say more, but I dont want to risk revealing exactly where I work. We're 50% more active with our customers than a standard restaurant. Anyway... Back to TASERS!!! Oh man... Landlord is in rare form today... He's jumpy.
@Juha: Most servers, at least where I am, get minimum wage(which just recently got to over $10/hr CDN). They make a living off of their tips mostly, since you never know if that day you will be sent home early, or if you will even be in for your shift(sometimes managers will call and say it's not busy enough to have that many people in).

I make $7.96, as it turns out. And it's an okay salary for a developer.
