IOS first is a very wrong decision. Developer license fees, publish fees, endless app reviews, their guidelines are monstrous. I got my Play Store license for what was it, 20 bucks or something.
Anyway, we got a build rejected once because we had an external help link. That after 2 weeks of reviewing. Lost a month.
@Idle, IOS isn't a mistake, but he might have problems with the "drinking game" aspects of it. The $100/yr developer license fee isn't as nice as Winwows Phone, but the potential audience is greater. If he can afford it, he should do parallel development for Android too, though.

I could probably make a pretty killer app for EK with good controls, smooth graphics, and network enabled play myself. If there was no passion or investment in it (just a job) I'd probably request somewhere in the $5-20K range depending on what all they wanted. $10K for something like this isn't out of the realm of reason. More if you want it to work with iOS, Andorid, and Windows Phone correctly. I would also happily take half as much in order to have another good developer or graphics artists, because the workload is going to suck if yo u want it done right.
However I would also advise them that the underlying architecture needed (plus Apple costs) would be probably around another $10K to START, and probably $40K for something the size of EK to START. Also I would advise them that Apple is going to 30% off the top.

Paying $10K outright and then expecting to make money off of ad revenue is just not a realistic business model. You would need to get a lot of people to download your app to make anywhere near that amount of money. There are an awful lot of games in the App Store and most of them never make any money. I just think this is wishful thinking and that the creator probably has done zero market analysis to see if this has any chance of being profitable.
